I just tested in on my 2017 QV and it works just fine. Put car in Neutral, turn off with start/stop, car stays in Neutral. Open door, car still in Neutral. Remove foot brake, and car starts to free roll. I even get a warning on console that car is not parked and safety off.
Goes back into P after 15 minutes.

It's done from outside, under the car. You need to screw in a M6x1x32,3 screw (available from Alfa Romeo with part number 55280980) on the side of the gearbox.
